RCC Bond Measure Exploration

We are excited to share some important updates regarding Rogue Community College’s exploration of a potential property tax bond levy in Jackson and Josephine counties.

Background: On Jan. 16, 2024, the RCC Board of Education approved the allocation of funds to engage consultants in exploring the feasibility of a future property tax bond levy. This initiative aims to address the extensive capital improvement needs of RCC, with over 59% of our buildings being more than 50 years old.

Why Now? Property tax bond levies are a crucial source of funding for capital improvements in community colleges, and RCC faces pressing needs. The 2005 levy in Jackson County is set to expire and our aging buildings require substantial maintenance and remodeling to meet current needs. Moreover, our fastest-growing programs, Career and Technical Education (CTE), demand significant capital improvements to align with our industry demands.

Potential Impact: Bond revenue could revitalize and expand RCC facilities, fostering an environment for maximum student success, meeting local industry and economic needs and supporting our growing enrollment trends in the Rogue Valley.

Specific Opportunities:

  1. State Capital Grant Match: Bond revenues could provide matching funds for a state capital grant, facilitating the expansion of diesel programs in Grants Pass and increasing automotive technology offerings in White City.
  2. Building and Campus Improvements: Support for building and campus enhancements in Josephine and Jackson counties, focusing on student success and educational needs.
  3. CTE and Workforce Development: Enhance CTE and workforce development opportunities by upgrading classrooms to industry standards and adapting general classrooms to facilitate hybrid attendance.

Next Steps:

  1. Reviewing Feasibility Results: The Board will review the outcomes of a district voter survey, assessing priorities, concerns, aspirations and perceptions regarding a bond measure for capital improvements.
  2. Deliberation and Vote: Based on the results, the Board will deliberate and, if indicated, vote on whether to proceed with a property tax bond levy in Jackson and Josephine counties.
